HELP!!! How do I convince my parents to let me move downstairs?

In my house we have a basement...its compltly not finished....and my parents were planning on fixing it up. But we might fix it up this year and idk how to convince them to let me live down there. I dont like my room right now because it is not the right color, I completely want new lighting, i want to completely redo my room, there is REALLY bad lighting in there now, and I have a SUPEr small closet. I am 13 years old. So ya how do i get them 2 say yes?
